occupier

One holding territory

An occupier is someone who occupies a place—either by living or working there, or by taking control of it through force.

A building's occupiers are its tenants or residents.

In military contexts, occupiers are foreign forces controlling conquered territory: The occupiers imposed a curfew.

British legal usage prefers occupier where Americans might say occupant.
