absentee

One not present

An absentee is someone who is absent—from work, from voting, from a place where their presence is expected.

Often carries a note of criticism: an absentee landlord collects rent without maintaining the property; an absentee father has abandoned his responsibilities.

An absentee ballot is cast by someone who can't be present on election day.
