throttle

Fuel flow controller

Throttle is a device that controls fuel or airflow to an engine, regulating speed and power.

To throttle an engine is to adjust this control—throttle up to accelerate, throttle back to slow down.

Throttle also means to choke or strangle someone by squeezing the throat: He throttled his attacker.

Extended uses describe suppression or restriction: The government throttled dissent.

Internet providers throttle bandwidth by deliberately slowing connection speeds.
