throttling

Limiting flow deliberately

Throttling is the act of restricting or regulating flow.

Originally physical—to throttle someone is to choke them by squeezing the throat—the word now appears most often in technical contexts.

In computing, throttling limits bandwidth or processing speed to prevent overload: The ISP is throttling my connection.

Engine throttling controls fuel flow.

The participial form works as noun or adjective: bandwidth throttling, CPU throttling.
