privateers
State-sanctioned sea raiders
Privateers were private ships or their crews authorized by governments to attack enemy vessels during wartime.
A letter of marque made the distinction between privateer and pirate—one operated with official sanction, the other without.
The term extends to the sailors themselves: The privateers captured three merchant ships off the coast.
By extension, privateer can describe anyone who pursues profit through aggressive but technically legal means.
