ruler

One who governs

A ruler is a strip of rigid material marked with units for measuring length, or a straightedge for drawing straight lines.

The other ruler is someone who rules—a monarch, dictator, or other person exercising authority over a territory or people: The ruler of the kingdom demanded tribute.

Both senses share the idea of imposing order.
