Crude, uncivilized person
A barbarian is an uncivilized or crude person.
The ancient Greeks used the word for foreigners who didn't speak Greek—their speech sounded like "bar bar bar." The term evolved to mean anyone considered primitive, brutal, or lacking refinement: The invading barbarians sacked Rome.
Today it's often used hyperbolically for someone with crude manners or tastes: He eats pizza with a fork—what a barbarian.
