warlord
Armed regional despot
A warlord is a military commander who exercises civil power in a region through force rather than legitimate authority.
The term typically describes leaders who control territory during civil wars or state collapse, commanding private armies and ruling outside official government structures: competing warlords carved up the country after the government fell.
The word carries connotations of brutality and lawlessness.
