state-building
Constructing governmental institutions
State-building is the process of creating or strengthening governmental institutions—establishing functional bureaucracies, legal systems, and security forces where they're weak or absent.
The term appears frequently in discussions of post-conflict reconstruction: International donors poured billions into state-building in Afghanistan.
State-building differs from nation-building, which focuses on forging shared identity among a population rather than institutional capacity.
