consensus

Collective common ground

Consensus means general agreement or agreement among all.

When people reach a consensus, they come to agree about something, even if the agreement is a small part of a larger issue: After much debate, a consensus emerged to allocate funds for the initial phase of the project.

When there is no consensus, members of a group cannot come to even a modicum of agreement.

Since consensus is about opinion, it is redundant to say consensus of opinion, and since consensus is by definition general, it is redundant to say general consensus.

Despite that, both phrases are very common.
