Permits to operate
Licenses are official permissions granted by authorities to do something that would otherwise be restricted or prohibited.
A driver's license permits you to operate a vehicle; a business license authorizes commercial activity; a software license defines how you may use a program.
The verb licenses means to grant such permission: The state licenses contractors after they pass an exam.
Something done without proper authorization is unlicensed, while licensed establishments have met regulatory requirements.
