sanction
Penalty or approval
Sanction carries opposite meanings that context must resolve.
To sanction something is to authorize or approve it: The board sanctioned the merger.
But sanctions (usually plural) are penalties imposed to punish or coerce: economic sanctions against the regime.
The shared thread is official action—approval grants permission, punishment enforces compliance.
A sanctioned event has backing; a sanctioned country faces restrictions.
