constitutional monarch
Figurehead royal ruler
A constitutional monarch is a king or queen whose powers are limited by a constitution or laws, serving largely as a ceremonial figurehead while elected officials govern.
The British monarch is the most prominent example: they reign but do not rule, performing state functions without directing policy.
Japan and Sweden also have constitutional monarchs.
