rowlock

Boat oar holder

A rowlock is a U-shaped or forked device on the side of a boat that holds an oar in place while rowing, allowing the oar to pivot.

Americans more often call it an oarlock.

The British pronunciation sounds like "rollock," which explains the alternate spelling rullock.
