A collar is the part of a garment that encircles the neck.
Other things that do this also get the name, like jewelry worn around the neck, or a bird’s differently colored neck feathers.
Dogs wear collars around their necks for identification, or as a point of attachment for a leash.
When police collar someone, they arrest them, sometimes by restraining them at the neck.
If you collar someone, you compel them to address a topic that they may have been avoiding.
