legislate

Make official rules

To legislate is to make laws, typically through a formal governmental body: Congress legislates on matters of national concern.

The word extends to any authoritative rule-making: You can't legislate morality.

Someone who legislates from the bench makes judicial decisions that effectively create new law rather than interpret existing statutes.
