blotter

Station house record

A blotter is an absorbent paper used to soak up excess ink from writing—a necessity before ballpoint pens but now largely obsolete.

By extension, a blotter is a record book where entries are made as they occur: a police blotter logs arrests and incidents.

In drug slang, blotter is LSD absorbed onto small squares of paper for ingestion.
