protocol

Rules of conduct

Protocol describes an accepted way of doing something, and often refers to the rules that govern diplomacy between countries: Indian papers say the arrest of the diplomat is a violation of protocol.

In other contexts, a protocol can be formalized as a set of rules, such as those that govern the way computers exchange information (file transfer protocol).

When protocol refers to a document, it is usually a treaty or record of understanding of intent between two or more countries, as in the Kyoto Protocol.
