proconsuls

Roman regional administrators

Proconsuls were governors of provinces in ancient Rome, typically former consuls serving abroad with military and administrative authority.

The term now applies to any official wielding broad power over a distant territory on behalf of a central government: MacArthur ruled postwar Japan like a proconsul.

The singular is proconsul.
