proconsul

Roman provincial governor

A proconsul was a governor of a province in ancient Rome, typically a former consul whose authority was extended for administrative purposes.

The title carried significant military and judicial power within the assigned territory.

In later historical contexts, proconsul describes any administrator wielding broad authority over a distant region on behalf of a central government: MacArthur served as America's proconsul in postwar Japan.
