picture rail
Horizontal hanging strip
A picture rail is a horizontal molding installed high on a wall, typically near the ceiling, designed to support hooks from which pictures can be hung.
It allows artwork to be displayed and rearranged without putting nails directly into the wall: The old Victorian had its original picture rails intact.
