Protective wainscot strip
A chair rail is a horizontal strip of molding fixed to a wall, typically at the height where chair backs might bump against it.
Originally protective, chair rails now serve mainly as decorative elements that divide wall surfaces, often separating different paint colors or wallpaper patterns: We painted below the chair rail a darker shade.
