pace car
Safety vehicle leader
A pace car leads racing vehicles around a track at controlled speed, typically before the start of a race or during caution periods when conditions are unsafe for full competition.
The pace car sets the field's speed until it exits, at which point racing resumes: The pace car pulled off and the green flag dropped.
Figuratively, a pace car is anything that sets the tempo for others to follow.
