dogger

Dutch North Sea boat

A dogger is a two-masted Dutch fishing vessel, historically used in the North Sea.

The Dogger Bank, a large sandbank off England's coast, takes its name from these boats.

In British slang, a dogger is someone who engages in dogging—watching or participating in sexual acts in public places, typically car parks: The police cleared out the doggers from the lay-by.
