demagogue
Exploiter of crowds
A demagogue is a political leader who gains power by appealing to popular prejudices and emotions rather than rational argument.
Demagogues typically exploit fears, scapegoat minorities, and make grand promises they can't keep: History's demagogues have risen by telling crowds what they want to hear.
The term is always pejorative—no one calls themselves a demagogue.
