technocrat
Governance-by-expertise advocate
A technocrat is someone who believes technical expertise should drive policy decisions, or who holds power based on specialized knowledge rather than democratic election.
The term often carries a whiff of criticism—technocrats are seen as prioritizing efficiency over politics, data over values: The EU appointed technocrats to manage the debt crisis.
Technocratic governance promises competence but risks ignoring what citizens actually want.
