speechifier

One who declaims

A speechifier is someone who makes speeches, usually with the implication that they do so pompously, at excessive length, or without much substance.

The term is mildly dismissive: The meeting dragged on as various speechifiers took the podium.

It suggests someone more fond of hearing themselves talk than of saying anything worthwhile.
