substantive
Having real substance
Substantive means having real substance or significance, not merely procedural or symbolic: substantive changes to the policy, a substantive discussion.
In grammar, substantive is a somewhat old-fashioned term for a noun—a word naming something that exists.
Legal contexts use substantive to distinguish matters of substance from matters of procedure: substantive law defines rights and duties, while procedural law governs how cases proceed.
