refusenik
Won't-do-it type
A refusenik was originally a Soviet citizen, usually Jewish, denied permission to emigrate.
The term now applies broadly to anyone who refuses to comply with rules, expectations, or official requirements: vaccine refuseniks, tax refuseniks.
The word carries a note of stubborn or principled resistance, depending on your sympathies.
