dramatizing
Exaggerating for effect
Dramatizing is making something more dramatic or theatrical than it needs to be—exaggerating events or emotions for effect: Stop dramatizing, it's just a scratch.
It also means adapting something for dramatic presentation: They're dramatizing the novel for television.
The first sense carries a note of criticism; the second is neutral.
