cofferdam

Underwater construction chamber

A cofferdam is a temporary watertight enclosure built in or around a body of water, then pumped dry so that construction can proceed on foundations, bridge piers, or other structures below the normal water level.

Once work is complete, the cofferdam is removed and the water returns.

They built a cofferdam around the damaged hull to make repairs.
