holdout

Refuses to join

A holdout is someone who refuses to participate, cooperate, or accept terms that others have agreed to: Two holdouts on the jury prevented a verdict.

In negotiations, a holdout resists settling: The last holdout finally signed the contract.

The word also describes the act itself: Their holdout lasted three weeks.

In cards, a holdout is a card secretly kept back for cheating.
