water rat

Semiaquatic burrowing mammal

A water rat is any of several rodents that live near or in water, including muskrats and certain voles.

The term also applies informally to someone who spends a lot of time on or around water—a dock worker, sailor, or waterfront loafer.

In British and Australian slang, a water rat is a petty thief who operates around docks or wharves.
