functionary
Low-level official person
A functionary is a person who performs official duties, especially in a bureaucracy or organization.
The term often carries a faintly dismissive tone, suggesting someone who follows procedures rather than exercises independent judgment: The decision wasn't made by party functionaries but by the leader himself.
A functionary occupies a position rather than distinguishes themselves in it.
