federate

Form a league

To federate is to unite separate entities under a common structure while preserving their autonomy—states forming a federation, organizations joining an alliance, or computer systems linking into a network.

The adjective federate describes things already united this way: federate republics.

Unlike merge or consolidate, federate implies the parts retain distinct identities: The local clubs federated to share resources but kept their own leadership.
