claimer
One who asserts
A claimer is someone who claims something—a person asserting a right, making a demand, or declaring ownership: The claimer of the lost wallet had to describe its contents.
In horse racing, a claimer is a claiming race, where any horse entered can be purchased for a set price, or a horse that runs in such races.
