tuft

Bunch at base

A tuft is a bunch of threads, fibers, hairs, or grass held together at the base and loose at the other end: a tuft of hair, tufts of grass between the paving stones.

As a verb, to tuft means to furnish with tufts or to secure padding by stitching through at intervals, as in tufted upholstery or a tufted mattress.
