One who abstains
A nonparticipant is someone who does not take part in an activity or event.
The term often appears in research contexts, distinguishing those who declined or were excluded from a study: Nonparticipants were more likely to be older and less educated.
It also describes observers who remain uninvolved: She preferred to be a nonparticipant in office politics.
