new town
Fresh urban settlement
A new town is any recently established settlement, but the phrase often refers specifically to planned communities built from scratch rather than growing organically.
In British usage, new towns were government-designated developments created after World War II to relieve urban overcrowding: Milton Keynes was one of the last new towns designated. (Capitalized New Town refers to specific place names.)
