hoop skirt

Cage-framed undergarment

A hoop skirt is a woman's undergarment with a framework of flexible hoops—historically whalebone, cane, or steel—that holds an outer skirt in a wide, bell-shaped silhouette.

Popular in the mid-nineteenth century, hoop skirts created the exaggerated fullness of Civil War–era fashion: She could barely fit through doorways in her hoop skirt.
