Beneath the dress
An underskirt is a skirt worn beneath another skirt or dress, either as a lining layer or to add fullness and shape to the outer garment.
The term also refers to the lower, visible portion of a skirt when the outer layer is drawn back or cut away to reveal it: The gown featured a silk underskirt beneath the brocade overskirt.
