civil defense
Emergency preparedness system
Civil defense is the organized protection of civilians during wartime or disasters—air raid shelters, evacuation plans, emergency services.
The term peaked during the Cold War when nuclear attack seemed imminent: Civil defense drills had schoolchildren ducking under desks.
Modern equivalents often fall under emergency management or homeland security.
