tiller

Steers small boats

A tiller is a lever or handle used to steer a boat, attached to the rudder.

By extension, someone at the tiller is in control of any enterprise.

Separately, a tiller is a shoot growing from the base of a plant, especially a cereal crop, or a person or machine that tills soil: The garden tiller broke down before we finished.
