strobing
Light pulsing quickly
Strobing describes a rapid, pulsing flash effect—like a strobe light.
In video and digital displays, strobing is an unwanted flickering that occurs when frame rates clash with movement or lighting: The LED lights were strobing badly on camera.
As a makeup technique, strobing uses highlighter to create a luminous, lit-from-within glow on high points of the face, named for the bright, attention-catching quality of strobe lighting.
