stroboscope
Pulsing light device
A stroboscope is an instrument that produces rapid flashes of light, used to make rotating or vibrating objects appear stationary or slow-moving.
By matching the flash rate to the object's motion, observers can study machinery, measure rotation speed, or create visual effects.
The shortened form strobe is more common in everyday use: strobe lights, strobe effect.
