spouter

One who orates

A spouter is someone or something that spouts.

Applied to people, it usually suggests someone who talks at length, often pompously or without much substance: a spouter of political opinions, the usual spouters at the town meeting.

In older usage, a spouter was a whaling term for a whale that had surfaced and was blowing.
