racializing

Imposing racial categories

Racializing is imposing racial categories or significance onto something not inherently racial.

Policies, spaces, or issues become racialized when they're framed in terms of race: The debate over welfare became racialized in the 1980s.

The term often implies this framing is constructed rather than natural—that race is being made relevant where it wasn't before.
