non-belligerents

Those not fighting

Non-belligerents are nations or parties that remain outside an armed conflict while other powers are at war.

Unlike neutrals, who maintain formal impartiality, non-belligerents may favor one side through trade, aid, or diplomatic support without directly engaging in hostilities: The United States was technically a non-belligerent before Pearl Harbor, though Lend-Lease clearly favored the Allies.
