non-belligerent

Staying out of conflict

Non-belligerent describes a nation, group, or person not engaged in war or hostile conflict.

During wartime, a non-belligerent country remains officially neutral, neither fighting nor formally supporting either side: Switzerland maintained its non-belligerent status throughout both world wars.

The term also applies more broadly to anyone avoiding aggressive or combative behavior.
