Declining to receive
Non-acceptance is the act or state of not accepting something—a refusal to receive, acknowledge, or agree to what is offered or proposed.
In legal and commercial contexts, it specifically refers to refusing to accept a bill of exchange or contract: The bank's non-acceptance of the draft created problems for the exporter.
